In Disaster Citizenship, Jacob A. C. Remes draws on histories of the Salem and Halifax events to explore the institutions--both formal and informal--that ordinary people relied upon in times of crisis. He explores patterns and traditions of self-help, informal order, and solidarity and details how people adapted these traditions when necessary. Yet, as he shows, these methods--though often quick and effective--remained illegible to reformers. Indeed, soldiers, social workers, and reformers wielding extraordinary emergency powers challenged these grassroots practices to impose progressive "solutions" on what they wrongly imagined to be a fractured social landscape.
From the fields of anthropology, architecture, cultural studies, economics, epidemiology, journalism, and philosophy, the contributors argue that disasters do not only follow from things going horribly wrong (extreme weather, economic collapse, urban decay). Often they are the predictable results of things going according to plan. The meaning of disaster itself is challenged, theorized again, and reconceptualized.
One essay argues that media reports during Hurricane Katrina worked to deny or disguise institutionalized racism, suppressing potential dissent and controversy. Another examines how the state bureaucracy reinforces cycles of death, disease, and poverty in South Africa. The contributors, who include both historians and anthropologists, address instances of colonial violence from the early modern period to the twentieth century and from Asia to Africa to North America. They consider diverse topics, from the interactions of race, law, and violence in colonial Louisiana to British attempts to regulate sex and marriage in the Indian army in the early nineteenth century. They examine the political dilemmas raised by the extensive use of torture in colonial India and the ways that British colonizers flogged Nigerians based on beliefs that different ethnic and religious affiliations corresponded to different degrees of social evolution and levels of susceptibility to physical pain. An essay on how contemporary Sufi healers deploy bodily violence to maintain sexual and religious hierarchies in postcolonial northern Nigeria makes it clear that the state is not the only enforcer of disciplinary regimes based on ideas of difference.

Tracing the introduction and promotion of vital statistics and demography, Schweber identifies the institutional conditions that account for the contrasting styles of reasoning. She shows that the different reactions to statistics stemmed from different criteria for what counted as scientific knowledge. The French wanted certain knowledge, a one-to-one correspondence between observations and numbers. The English adopted an instrumental approach, using the numbers to influence public opinion and evaluate and justify legislation.
Schweber recounts numerous attempts by vital statisticians and demographers to have their work recognized as legitimate scientific pursuits. While the British scientists had greater access to government policy makers, and were able to influence policy in a way that their French counterparts were not, ultimately neither the vital statisticians nor the demographers were able to institutionalize their endeavors. By 1885, both fields had been superseded by new forms of knowledge. Disciplining Statistics highlights how the development of “scientific” knowledge was shaped by interrelated epistemological, political, and institutional considerations.
Disciplining the Poor explains the transformation of poverty governance over the past forty years—why it happened, how it works today, and how it affects people. In the process, it clarifies the central role of race in this transformation and develops a more precise account of how race shapes poverty governance in the post–civil rights era. Connecting welfare reform to other policy developments, the authors analyze diverse forms of data to explicate the racialized origins, operations, and consequences of a new mode of poverty governance that is simultaneously neoliberal—grounded in market principles—and paternalist—focused on telling the poor what is best for them. The study traces the process of rolling out the new regime from the federal level, to the state and county level, down to the differences in ways frontline case workers take disciplinary actions in individual cases. The result is a compelling account of how a neoliberal paternalist regime of poverty governance is disciplining the poor today.

No matter how pervasive and powerful social media websites become, users always have the option of disconnecting—right? Not exactly, as Tero Karppi reveals in this disquieting book. Facebook’s plans to connect the entire globe through satellites and drones illustrates the material webs woven to keep us connected. Karppi analyzes how Facebook’s interface limits the opportunity to opt-out—even continuing to engage users after their physical death. Showing how users have fought to take back their digital lives, Karppi chronicles responses like Web2.0 Suicide Machine, an art project dedicated to committing digital suicide.
For Karppi, understanding social media connectivity comes from unbinding the bonds that stop people from leaving these platforms. Disconnection brings us to the limit of user policies, algorithmic control, and platform politics. The major thread that ties together the work of these varying linguists is their common focus on the forms and functions of sign languages used by people in actual situations. They each provide new keys to answering how thoughts expressed in one setting with one term or one utterance may mean something totally different when expressed in a different setting with different participants and different purposes.
The Olmecs are renowned for their massive carved stone heads and other sculptures, the first stone monuments produced in Mesoamerica. Seven decades of archaeological research have given us many insights into the lifeways of the Olmecs, who inhabited parts of the modern Mexican states of Veracruz and Tabasco from around 1150 to 400 BC, and there are several good books that summarize the current interpretations of Olmec prehistory. But these formal studies don’t describe the field experiences of the archaeologists who made the discoveries. What was it like to endure the Olmec region’s heat, humidity, mosquitoes, and ticks to bring that ancient society to light? How did unforeseen events and luck alter carefully planned research programs and the conclusions drawn from them? Juvenile drug courts are on the rise in the United States, as a result of a favorable political climate and justice officials' endorsement of the therapeutic jurisprudence movement--the concept of combining therapeutic care with correctional discipline. The goal is to divert nonviolent youth drug offenders into addiction treatment instead of long-term incarceration. Discretionary Justice overviews the system, taking readers behind the scenes of the juvenile drug court. Based on fifteen months of ethnographic fieldwork and interviews at a California court, Leslie Paik explores the staff's decision-making practices in assessing the youths' cases, concentrating on the way accountability and noncompliance are assessed. Using the concept of "workability," Paik demonstrates how compliance, and what is seen by staff as "noncompliance," are the constructed results of staff decisions, fluctuating budgets, and sometimes questionable drug test results.
While these courts largely focus on holding youths responsible for their actions, this book underscores the social factors that shape how staff members view progress in the court. Paik also emphasizes the perspectives of children and parents. Given the growing emphasis on individual responsibility in other settings, such as schools and public welfare agencies, Paik's findings are relevant outside the juvenile justice system.
Amy Sueyoshi draws on everything from newspapers to felony case files to oral histories in order to examine how whites' pursuit of gender and sexual fulfillment gave rise to racial caricatures. As she reveals, white reporters, writers, artists, and others conflated Chinese and Japanese, previously seen as two races, into one. There emerged the Oriental—a single pan-Asian American stereotype weighted with sexual and gender meaning. Sueyoshi bridges feminist, queer, and ethnic studies to show how the white quest to forge new frontiers in gender and sexual freedom reinforced—and spawned—racial inequality through the ever evolving Oriental.

In earlier times, a woman knew she was pregnant when she experienced “quickening”—she felt movement within her. Today a woman relies on what she sees in a test result or a digital sonogram image to confirm her pregnancy. A private experience once mediated by women themselves has become a public experience interpreted and controlled by medical professionals. In Disembodying Women, Barbara Duden takes a closer look at this contemporary transformation of women’s experience of pregnancy. She suggests that advances in technology and parallel changes in public discourse have refrained pregnancy as a managed process, the mother as an ecosystem, and the fetus as an endangered species.
Drawing on extensive historical research, Duden traces the graphic techniques-from anatomists’ drawings to woodcuts to X-rays and ultrasound-used to “flay” the female body and turn it inside out. Emphasizing the iconic power of the visual within twentieth-century culture, Duden follows the process by which the pregnant woman’s flesh has been peeled away to uncover scientific data. Lennart Nilsson’s now-famous photographs of the embryo published in Life magazine in the mid-1960s stand in stark contrast to representations of the invisible unborn in medieval iconography or sixteenth-century painting. Illumination has given way to illustration, ideogram to facsimile, the contemplative intuition of the body to a scientific analysis of its component parts.
New ways of seeing the body produce new ways of experiencing the body. Because technology allows us to penetrate that once secret enclosure of the womb, the image of the fetus, exposed to public gaze, has eclipsed that of woman in the public mind. Society, anxious about the health of the global environment, has focused on protecting “life” in the maternal ecosystem, in effect, pitting fetus against mother.
Duden’s reading of the body lends a unique historical and philosophical perspective to contemporary debate over fetal rights, reproductive technologies, abortion, and the right to privacy. This provocative work should reinvigorate that debate by calling into question contemporary certainties and the policies and programs they serve to justify.
The book explores the meaning of U.S. citizenship through the experience of a unique group of Mexican migrants who were granted Temporary Status under the “legalization” provisions of the 1986 IRCA, attained Lawful Permanent Residency, and later became U.S. citizens. Plascencia integrates an extensive and multifaceted collection of interviews, ethnographic fieldwork, ethno-historical research, and public policy analysis in examining efforts that promote the acquisition of citizenship, the teaching of citizenship classes, and naturalization ceremonies. Ultimately, he unearths citizenship’s root as a Janus-faced construct that encompasses a simultaneous process of inclusion and exclusion. This notion of citizenship is mapped on to the migrant experience, arguing that the acquisition of citizenship can lead to disenchantment with the very status desired. In the end, Plascencia expands our understanding of the dynamics of U.S. citizenship as a form of membership and belonging.
Arthur Knight focuses on American film’s classic sound era, when Hollywood studios made eight all-black-cast musicals—a focus on Afro-America unparalleled in any other genre. It was during this same period that the first black film stars—Paul Robeson, Louis Armstrong, Lena Horne, Harry Belafonte, Dorothy Dandridge—emerged, not coincidentally, from the ranks of musical performers. That these films made so much of the connection between African Americans and musicality was somewhat ironic, Knight points out, because they did so in a form (song) and a genre (the musical) celebrating American social integration, community, and the marriage of opposites—even as the films themselves were segregated and played before even more strictly segregated audiences.
Disintegrating the Musical covers territory both familiar—Show Boat, Stormy Weather, Porgy and Bess—and obscure—musical films by pioneer black director Oscar Micheaux, Lena Horne’s first film The Duke Is Tops, specialty numbers tucked into better-known features, and lost classics like the short Jammin’ the Blues. It considers the social and cultural contexts from which these films arose and how African American critics and audiences responded to them. Notwithstanding its now extensive, trans-disciplinary bibliography, the full reality of globalization remains less well understood than commonly thought. As an objective, secular phenomenon, globalization has continued to be obscured by ideological and rhetorical strategies that travel under the same name but posit it as simply the abstract-universal other of the local. Dislocalism: The Crisis of Globalization and the Remobilizing of Americanism makes such strategies and the global/local binary they reinforce into objects of critical analysis.
The Walt Disney Company offers a vast universe of movies, television shows, theme parks, and merchandise, all carefully crafted to present an image of wholesome family entertainment. Yet Disney also produced one of the most infamous Hollywood films, Song of the South. Using cartoon characters and live actors to retell the stories of Joel Chandler Harris, SotS portrays a kindly black Uncle Remus who tells tales of Brer Rabbit, Brer Fox, and the “Tar Baby” to adoring white children. Audiences and critics alike found its depiction of African Americans condescending and outdated when the film opened in 1946, but it grew in popularity—and controversy—with subsequent releases. Although Disney has withheld the film from American audiences since the late 1980s, SotS has an enthusiastic fan following, and pieces of the film—such as the Oscar-winning “Zip-a-Dee-Doo-Dah”—remain throughout Disney’s media universe.
Disney’s Most Notorious Film examines the racial and convergence histories of Song of the South to offer new insights into how audiences and Disney have negotiated the film’s controversies over the last seven decades. Jason Sperb skillfully traces the film’s reception history, showing how audience perceptions of SotS have reflected debates over race in the larger society. He also explores why and how Disney, while embargoing the film as a whole, has repurposed and repackaged elements of SotS so extensively that they linger throughout American culture, serving as everything from cultural metaphors to consumer products.

The contemporary world bristles with tools of observation and manipulation. Security cameras, social media, data mining, biometric scans, and other instruments ensnare the individual in a web of surveillance. In Disobedient Aesthetics, Anthony Stagliano exposes the use of human lives as sites of data exploitation and outlines paths of resistance. From the thermal-vision systems used on military drones, which use human body heat itself as a media object, to facial recognition platforms that use human faces as data mines, and from law enforcement tools of DNA analysis to data-driven urban governance, the realm of algorithmic surveillance and control is wide and subtle.Hurricane Katrina forced the largest and most abrupt displacement in U.S. history. About 1.5 million people evacuated from the Gulf Coast preceding Katrina’s landfall. New Orleans, a city of 500,000, was nearly emptied of life after the hurricane and flooding. Katrina survivors eventually scattered across all fifty states, and tens of thousands still remain displaced. Some are desperate to return to the Gulf Coast but cannot find the means. Others have chosen to make their homes elsewhere. Still others found a way to return home but were unable to stay due to the limited availability of social services, educational opportunities, health care options, and affordable housing.
The contributors to Displaced have been following the lives of Katrina evacuees since 2005. In this illuminating book, they offer the first comprehensive analysis of the experiences of the displaced. Drawing on research in thirteen communities in seven states across the country, the contributors describe the struggles that evacuees have faced in securing life-sustaining resources and rebuilding their lives. They also recount the impact that the displaced have had on communities that initially welcomed them and then later experienced “Katrina fatigue” as the ongoing needs of evacuees strained local resources. Displaced reveals that Katrina took a particularly heavy toll on households headed by low-income African American women who lost the support provided by local networks of family and friends. It also shows the resilience and resourcefulness of Katrina evacuees who have built new networks and partnered with community organizations and religious institutions to create new lives in the diaspora.

Disrupted Childhoods explores the issues that arise from a mother's confinement and provides first-person accounts of the experiences of children with moms behind bars. Jane A. Siegel offers a perspective that recognizes differences over the long course of a family's interaction with the criminal justice system.
Presenting an unparalleled view into the children's lives both before and after their mothers are imprisoned, this book reveals the many challenges they face from the moment such a critical caregiver is arrested to the time she returns home from prison. Based on interviews with nearly seventy youngsters and their mothers conducted at different points of their parent's involvement in the process, the rich qualitative data of Disrupted Childhoods vividly reveals the lived experiences of prisoners' children, telling their stories in their own words. Siegel places the mother's incarceration in context with other aspects of the youths' experiences, including their family life and social worlds, and provides a unique opportunity to hear the voices of a group that has been largely silent until now.
Jillian Ford and Nathalia E. Jaramillo edit a collection of writings by women that examine womanist worldviews in philosophy, theory, curriculum, public health, and education. Drawing on thinkers like bell hooks and Cynthia Dillard, the essayists challenge the colonizing hegemonies that raise and sustain patriarchal and male-centered systems of teaching and learning. Part One examines how womanist theorizing and creative activity offer a space to study the impact of conquest and colonization on the Black female body and spirit. Kimberly D. McKee examines the growth of the neocolonial, multi-million-dollar global industry that shaped these families—a system she identifies as the transnational adoption industrial complex. As she shows, an alliance of the South Korean welfare state, orphanages, adoption agencies, and American immigration laws powered transnational adoption between the two countries. Adoption became a tool to supplement an inadequate social safety net for South Korea's unwed mothers and low-income families. At the same time, it commodified children, building a market that allowed Americans to create families at the expense of loving, biological ties between Koreans. McKee also looks at how Christian Americanism, South Korean welfare policy, and other facets of adoption interact with and disrupt American perceptions of nation, citizenship, belonging, family, and ethnic identity.

Disruptive Situations challenges representations of contemporary Beirut as an exceptional space for LGBTQ people by highlighting everyday life in a city where violence is the norm. Ghassan Moussawi, a Beirut native, seeks to uncover the underlying processes of what he calls “fractal orientalism,” a relational understanding of modernity and cosmopolitanism that illustrates how transnational discourses of national and sexual exceptionalism operate on multiple scales in the Arab world.
Moussawi’s intrepid ethnography features the voices of women, gay men and genderqueers in Beirut to examine how queer individuals negotiate life in this uncertain region. He examines “al-wad’,” or “the situation,” to understand the practices that form these strategies and to raise questions about queer-friendly spaces in and beyond Beirut.
Disruptive Situations alsoshows how LGBTQ Beirutis resist reconciliation narratives and position their identities and visibility at different times as ways of simultaneously managing their multiple positionalities and al-wad’. Moussawi argues that the daily survival strategies in Beirut are queer—and not only enacted by LGBTQ people—since Beirutis are living amidst an already queer situation of ongoing precarity.

On a hot summer evening in 1958, a group of African American students in Wichita, Kansas, quietly entered Dockum's Drug Store and sat down at the whites-only lunch counter. This was the beginning of the first sustained, successful student sit-in of the modern civil rights movement, instigated in violation of the national NAACP's instructions.
Dissent in Wichita traces the contours of race relations and black activism in this unexpected locus of the civil rights movement. Based on interviews with more than eighty participants in and observers of Wichita's civil rights struggles, this powerful study hones in on the work of black and white local activists, setting their efforts in the context of anticommunism, FBI operations against black nationalists, and the civil rights policies of administrations from Eisenhower through Nixon.
Through her close study of events in Wichita, Eick reveals the civil rights movement as a national, not a southern, phenomenon. She focuses particularly on Chester I. Lewis, Jr., a key figure in the local as well as the national NAACP. Lewis initiated one of the earliest investigations of de facto school desegregation by the Department of Health, Education, and Welfare and successfully challenged employment discrimination in the nation's largest aircraft industries.
Dissent in Wichita offers a moving account of the efforts of Lewis, Vivian Parks, Anna Jane Michener, and other courageous individuals to fight segregation and discrimination in employment, public accommodations, housing, and schools. This volume also offers the first extended examination of the Young Turks, a radical movement to democratize and broaden the agenda of the NAACP for which Lewis provided critical leadership.

Musical sound has been central to heteromasculinist productions of nation and homeland, whether Chicano, Tejano, Texan, Mexican, or American. If this assertion holds true, as Deborah R. Vargas suggests, then what are we to make of those singers and musicians whose representations of gender and sexuality are irreconcilable with canonical Chicano/Tejano music or what Vargas refers to as “la onda”? These are the “dissonant divas” Vargas discusses, performers who stimulate our listening for alternative borderlands imaginaries that are inaudible within the limits of “la onda.”
Dissonant Divas in Chicana Music focuses on the Texan monument of the Alamo and its association with Rosita Fernandez; Tejano corrido folklore and its musical antithesis in Chelo Silva; the female accordion-playing bodies of Ventura Alonza and Eva Ybarra as incompatible with the instrumental labor of conjunto music; geography as national border, explored through the multiple national music scales negotiated by Eva Garza; and racialized gender, viewed through Selena’s integration of black diasporic musical sound. Vargas offers a feminist analysis of these figures’ contributions by advancing a notion of musical dissonance—a dissonance that recognizes the complexity of gender, sexuality, and power within Chicana/o culture.
Incorporating ethnographic fieldwork, oral history, and archival research, Vargas’s study demonstrates how these singers work together to explode the limits of Texan, Chicano, Tejano, Mexican, and American identities.
The adult children he interviewed live at least 200 miles from their parents. In most ways they are similar to the millions of other professionals whose careers have led them to move away from their parents. We hear their voices, as they speak frankly about the advantages, pains, and challenges of separation.
Climo considers distant relationships to be different from other relationships and to be a growing social problem. Distant living complicates communications by shaping and restricting both phone calls and visits. His description of the typical phone call and typical seasonal visit, with their patterns and limitations, will sound familiar to many of us. In addition to affecting communications, distance affects memories of past parent-child relationships in ways that influence present relationships. Memories, which take on great weight, tend to determine current behavior. Most seriously, distance limits the kinds of assistance children can provide when their parents become ill, resulting in frustration, anger, guilt, and a sense of powerlessness.
Climo urges us to be more aware of distant living as a growing social problem. The percentage of children who move away from their parents will continue to increase. Once adult children acknowledge the challenges distance creates, they can learn to develop better communications and to deal with their feelings of ambivalence.
Who was in charge of the widespread provinces of the great Inka Empire of the fifteenth and sixteenth centuries: Inka from the imperial heartland or local leaders who took on the trappings of their conquerors, either by coercion or acceptance? By focusing on provinces far from the capital of Cuzco, the essays in this multidisciplinary volume provide up-to-date information on the strategies of domination asserted by the Inka across the provinces far from their capital and the equally broad range of responses adopted by their conquered peoples.
Contributors to this cutting-edge volume incorporate the interaction of archaeological and ethnohistorical research with archaeobotany, biometrics, architecture, and mining engineering, among other fields. The geographical scope of the chapters—which cover the Inka provinces in Bolivia, in southeast Argentina, in southern Chile, along the central and north coast of Peru, and in Ecuador—build upon the many different ways in which conqueror and conquered interacted. Competing factors such as the kinds of resources available in the provinces, the degree of cooperation or resistance manifested by local leaders, the existing levels of political organization convenient to the imperial administration, and how recently a region had been conquered provide a wealth of information on regions previously understudied. Using detailed contextual analyses of Inka and elite residences and settlements in the distant provinces, the essayists evaluate the impact of the empire on the leadership strategies of conquered populations, whether they were Inka by privilege, local leaders acculturated to Inka norms, or foreign mid-level administrators from trusted ethnicities.
By exploring the critical interface between local elites and their Inka overlords, Distant Provinces in the Inka Empire builds upon Malpass’s 1993 Provincial Inca: Archaeological and Ethnohistorical Assessment of the Impact of the Inca State to support the conclusions that Inka strategies of control were tailored to the particular situations faced in different regions. By contributing to our understanding of what it means to be marginal in the Inka Empire, this book details how the Inka attended to their political and economic goals in their interactions with their conquered peoples and how their subjects responded, producing a richly textured view of the reality that was the Inka Empire.
No judgment of taste is innocent. In a word, we are all snobs. Pierre Bourdieu brilliantly illuminates this situation of the middle class in the modern world. France’s leading sociologist focuses here on the French bourgeoisie, its tastes and preferences. Distinction is at once a vast ethnography of contemporary France and a dissection of the bourgeois mind.
In the course of everyday life people constantly choose between what they find aesthetically pleasing and what they consider tacky, merely trendy, or ugly. Bourdieu bases his study on surveys that took into account the multitude of social factors that play a part in a French person’s choice of clothing, furniture, leisure activities, dinner menus for guests, and many other matters of taste. What emerges from his analysis is that social snobbery is everywhere in the bourgeois world. The different aesthetic choices people make are all distinctions—that is, choices made in opposition to those made by other classes. Taste is not pure. Bourdieu finds a world of social meaning in the decision to order bouillabaisse, in our contemporary cult of thinness, in the “California sports” such as jogging and cross-country skiing. The social world, he argues, functions simultaneously as a system of power relations and as a symbolic system in which minute distinctions of taste become the basis for social judgment.
The topic of Bourdieu’s book is a fascinating one: the strategies of social pretension are always curiously engaging. But the book is more than fascinating. It is a major contribution to current debates on the theory of culture and a challenge to the major theoretical schools in contemporary sociology.
Distinctionand Denial challenges conventional theories of race and art by examining the role early twentieth-century art critics played in marginalizing African American artists. Mary Ann Calo dispels the myth of a unified African American artistic tradition through an engaging study of the germinal writing of Alain Locke and other significant critics of the era, who argued that African American artists were both a diverse group and a constituent element of America’s cultural center. By documenting the effects of the “Negro aesthetic” on African American artists working in the interwar years, Distinctionand Denial shows that black artistic production existed between the claims of a distinctly African American tradition and full inclusion into American modernist culture—never fully inside or outside the mainstream.

Students in special education programs can have widely divergent experiences. For some, special education amounts to a dumping ground where schools unload their problem students, while for others, it provides access to services and accommodations that drastically improve chances of succeeding in school and beyond. Distinguishing Disability argues that this inequity in treatment is directly linked to the disparity in resources possessed by the students’ parents.
Since the mid-1970s, federal law has empowered parents of public school children to intervene in virtually every aspect of the decision making involved in special education. However, Colin Ong-Dean reveals that this power is generally available only to those parents with the money, educational background, and confidence needed to make effective claims about their children’s disabilities and related needs. Ong-Dean documents this class divide by examining a wealth of evidence, including historic rates of learning disability diagnosis, court decisions, and advice literature for parents of disabled children. In an era of expanding special education enrollment, Distinguishing Disability is a timely analysis of the way this expansion has created new kinds of inequality.
During the period from 1836 to 1874, the legal system in the new state of Arkansas developed amid huge social change. While the legislature could, and did, determine what issues were considered of importance to the populace, the Arkansas Supreme Court determined the efficacy of legislation in cases involving land titles, banks, transportation, slavery, family law, property, debt, contract, criminal law, and procedure.
Distinguishing the Righteous from the Roguish examines the court’s decisions in this era and shows how Arkansas, as a rural slave-holding state, did not follow the transformational patterns typical of some other states during the nineteenth century. Rather than using the law to promote broad economic growth and encourage social change, the Arkansas court attempted to accommodate the interests of the elite class by preserving the institution of slavery. The ideology of paternalism is reflected in the decisions of the court, and Looney shows how social and political stability—an emphasis on preserving the status quo of the so-called “righteous”—came at the expense of broader economic development.READERS
